DAVID O.WATKINS, Jr.
Director, Media and Technology Services, Retired
David Watkins served as the Director of Media and Technology Services at Cornell University from 1986 until his retirement from the university in December of 2000.
His career included over thirty five years in media production and management of communication systems; media planning; broadcast and instructional television; radio; publication design; marketing, distribution and sales; world wide web production and policy; distance learning by satellite and videoconferencing systems, satellite system policy development and management.
He managed and provided leadership to a professional staff of 85 that existed to help the College of Agriculture and Life Sciences, the College of Human Ecology, Cornell Cooperative Extension and the Cornell community communicate internally and externally through effective consultation, appropriate technology and efficient media production. The unit was organized to deliver services under three broad categories: Television and Satellite Services; Electronic Information Services and Publishing, Marketing, Distribution and Business Services. As Director he served on the Office of Distance Learning Advisory Committee and the University Electronic Publishing Steering Committee.
Mr. Watkins began employment for Cornell University in 1968 when he was hired as the Art Director for the Educational Television Center. Before Cornell, he worked as a publication designer at the Pennsylvania State University where he received his bachelor’s degree in Applied Design. He has also worked as a producer/director in the ETV Center, Supervisor of Television Services, Asst. and Assoc. Director of Media Services.
He served as a media and marketing consultant for the US. Department of Energy, the New York State Departments of Energy, Education, Health and Social Services. He has consulted with many Land Grant Universities on marketing and the development of cost recovery systems for media services and sales.
He provided liaison and consulting on behalf of Cornell to the Ithaca, New York educational and governmental community on electronic technology, media management, and adult education. He also developed advisory groups and policies for educational access to local cable systems.
In 1991 he planned and coordinated the installation and management of a 46-site satellite uplink and downlink network for Cornell Cooperative Extension. As part of a local task group he helped develop fiscal, operational and educational policies; advisory groups; technical support and training for the network sites, on and off campus.
Mr. Watkins received the State University of New York Chancellor’s Award for Excellence in Professional Service in 1995. He served as a member of the Program Planning Council of A*DEC, the 50 member Land Grant University Distance Learning Consortia. He has received marketing and leadership awards from A*DEC. He served as a Trustee of WSKG Public Television and Radio in Binghamton, New York and as a consultant to the New York State Department of Education that oversees Museum, Libraries, Cultural Education and Public Television.
Now retired from Cornell, he has developed a Fine Art Nature and Landscape Photography business resulting in numerous gallery shows in the upstate New York area.
